This leaves nothing for clothes察 recreation察 or sickness。 And yet
many of the girls are receiving察not eighteen shillings察but eleven shillings察
twelve shillings察 and fourteen shillings per week。 They must have
clothes and recreation察and ´
Man to Man so oft unjust察Is always so to Woman。
At the Trades Union Congress now being held in London察 the
Gasworkers' Union moved that instructions be given the Parliamentary
Committee to introduce a Bill to prohibit the employment of children
under fifteen years of age。 Mr。 Shackleton察Member of Parliament and a
representative of the Northern Counties Weavers察opposed the resolution
on behalf of the textile workers察who察he said察could not dispense with the
earnings of their children and live on the scale of wages which obtained。
The representatives of 514000 workers voted against the resolution察while
the representatives of 535000 workers voted in favour of it。 When
514000 workers oppose a resolution prohibiting child´labour under fifteen察
it is evident that a less´than´living wage is being paid to an immense
number of the adult workers of the country。
I have spoken with women in Whitechapel who receive right along
less than one shilling for a twelve´hour day in the coat´making sweat
shops察and with women trousers finishers who receive an average princely
and weekly wage of three to four shillings。
A case recently cropped up of men察 in the employ of a wealthy
business house察 receiving their board and six shillings per week for six
working days of sixteen hours each。 The sandwich men get
fourteenpence per day and find themselves。 The average weekly
earnings of the hawkers and costermongers are not more than ten to twelve
shillings。 The average of all common labourers察outside the dockers察is
less than sixteen shillings per week察while the dockers average from eight
to nine shillings。 These figures are taken from a royal commission report
and are authentic。

Last year察Mr。 Thomas Holmes察a police´court missionary of note察after
writing about the condition of the women workers察received the following
letter察dated April 18察1901此
SirPardon the liberty I am taking察but察having read what you said
about poor women working fourteen hours a day for ten shillings per week察
I beg to state my case。 I am a tie´maker察who察after working all the week察
cannot earn more than five shillings察and I have a poor afflicted husband to
keep who hasn't earned a penny for more than ten years。
Imagine a woman察 capable of writing such a clear察 sensible察
grammatical letter察supporting her husband and self on five shillings per
week Mr。 Holmes visited her。 He had to squeeze to get into the room。
There lay her sick husband察 there she worked all day long察 there she
cooked察ate察washed察and slept察and there her husband and she performed
all the functions of living and dying。 There was no space for the
missionary to sit down察save on the bed察which was partially covered with
ties and silk。 The sick man's lungs were in the last stages of decay。 He
coughed and expectorated constantly察the woman ceasing from her work to
assist him in his paroxysms。 The silken fluff from the ties was not good
for his sickness察nor was his sickness good for the ties察and the handlers
and wearers of the ties yet to come。
Another case Mr。 Holmes visited was that of a young girl察twelve years
of age察charged in the police court with stealing food。 He found her the
deputy mother of a boy of nine察a crippled boy of seven察and a younger
child。 Her mother was a widow and a blouse´ maker。 She paid five
shillings a week rent。 Here are the last items in her housekeeping
account此 Tea。 0。5d。察sugar察0。5d。察bread察0。25d。察margarine察1d。察oil察1。5d。察

and firewood察1d。 Good housewives of the soft and tender folk察imagine
yourselves marketing and keeping house on such a scale察setting a table
for five察and keeping an eye on your deputy mother of twelve to see that
she did not steal food for her little brothers and sisters察 the while you
stitched察stitched察stitched at a nightmare line of blouses察which stretched
away into the gloom and down to the pauper's coffin a´yawn for you。

CHAPTER XIXTHE GHETTO
Is it well that while we range with Science察glorying in the time察City
children soak and blacken soul and sense in city slime拭There among the
gloomy alleys Progress halts on palsied feet察Crime and hunger cast out
maidens by the thousand on the street察
There the master scrimps his haggard seamstress of her daily bread察
There the single sordid attic holds the living and the dead察 There the
smouldering fire of fever creeps across the rotted floor察And the crowded
couch of incest察in the warrens of the poor。
At one time the nations of Europe confined the undesirable Jews in
city ghettos。 But to´day the dominant economic class察by less arbitrary
but none the less rigorous methods察 has confined the undesirable yet
necessary workers into ghettos of remarkable meanness and vastness。
East London is such a ghetto察 where the rich and the powerful do not
dwell察and the traveller cometh not察and where two million workers swarm察
procreate察and die。
It must not be supposed that all the workers of London are crowded
into the East End察but the tide is setting strongly in that direction。 The
poor quarters of the city proper are constantly being destroyed察 and the
main stream of the unhoused is toward the east。 In the last twelve years察
one district察 London over the Border察─ as it is called察 which lies well
beyond Aldgate察 Whitechapel察 and Mile End察 has increased 260000察 or
over sixty per cent。 The churches in this district察by the way察can seat but
one in every thirty´seven of the added population。
The City of Dreadful Monotony察 the East End is often called察
especially by well´fed察optimistic sightseers察who look over the surface of
things and are merely shocked by the intolerable sameness and meanness
of it all。 If the East End is worthy of no worse title than The City of
Dreadful Monotony察 and if working people are unworthy of variety and
beauty and surprise察 it would not be such a bad place in which to live。
But the East End does merit a worse title。 It should be called The City of
Degradation。

While it is not a city of slums察as some people imagine察it may well be
said to be one gigantic slum。 From the standpoint of simple decency and
clean manhood and womanhood察any mean street察of all its mean streets察is
a slum。 Where sights and sounds abound which neither you nor I would
care to have our children see and hear is a place where no man
